This policy and research report for the Victorian Aboriginal Child Care Agency (VACCA) involving interviews with 131 Aboriginal leaders, community members and young people in six community areas. It considers issues of cultural safety and cultural competence in relation to policy and services for Aboriginal children and families. The importance of traditional culturally-based forms of identity, belonging, stability and protection which create meaning and connection for Aboriginal peoples is highlighted. The authors argue that for programs and policies to be genuinely inclusive of Aboriginal people they must be culturally safe.
