Interim Report: 'Making our Prisons Work': An Inquiry into the Efficiency and Effectiveness of Prisoner Education, Training and Employment Strategies: Report No. 4 in the 38th Parliament

This report is the first of two reports into the efficiency and effectiveness of prisoner education, training and employment strategies. Its focus is prison employment activities and prison industries, and their role in prison management in defraying costs and the reintegration of prisoners back into society. There is strong evidence that well-structured strategies that lift prisoners’ general education, and instil basic work disciplines together with pre and post release employment support, reduces recidivism. Chapters in this report cover the prison system in Western Australia, prisoner rehabilitation, socio-economic background of prisoners, the effects of overcrowding on rehabilitation, prison labour and employment strategies in Western Australia, as well as an assessment of the current positions Western Australia, New South Wales, Singapore and The United States. The report notes 28 key findings regarding these sections, before going on to make several recommendations based on these findings and the present state of the justice system.
